After they did the skimming they let the concrete set for a couple hours before brushing it by hand to give the final finish.
Drew, our GC noticed how the old basement floor was done. 2x4 sleepers, plywood, leveling compound, then the tile. As a result the original concrete floor is 4" lower than what you see now. So, someday if we fix up the basement we can gain a couple inches in height.
